60% of Russians in Israel think they do not need Internet censorship. The results of opinion poll

The NEWSru.co.il finished its public opinion poll that was devoted to the International Day of the Free Internet. The poll that had been carried out during one day from February 5 to 6, it includes 1.063 respondent(920 answered on all 14 questions).

The results:
The carried out poll shows: the majority of our readers(that is 86%) are agree that is necessary to explain children what threats has the Internet.

Our readers suppose that a child should be isolated from 1) drug advertisement (82.3%) 2) pornography (78.7%), 3) scenes of violence (77.2%), 4) extremism propaganda (74.3%), 5) communications with unknown people (69.3%), alcohol adv. ( 69%) tobacco adv. (68,5%), religious propaganda (60%). Less than 50% of the audience support other restrictions.

The majority of readers who have children or grand children discussed threats, that Internet can bring. But only a half of them limited the " computer time" for under-aged.

Participants of the poll generally visit news and educational sites (97,3%), search sites 84,7%), educational sites (78,7%), social networks (61,5%), online dictionaries (57,5%). Other categories of sites are visited by at least 50% of the audience. So, for example, less than 35% said they visited erotic sites.

Along with, our readers think that their under-aged children or grand-children visit firstly gaming and entertainment sites, and social networking sites, search engines and educational websites. Only 4% of questioned said that their children or grand-children are viewing erotic sites.

The most popular among the participants of the poll became such sites as Google (91,9%), YouTube (86,1%), Wikipedia (69,8%), Facebook (54,4%) и Odnoklassniki (52,2%).

The most popular among children according to participants of the poll became: YouTube (37%), Google (34,2%) и Facebook (32,2%).

More than 92% that their home computers has the antivirus systems. Almost 86% from those whose under-aged children or grand-children has a computer said that such a program is set up on their “child” computers.

Less then 14% use access to the unwanted content “filter. And a little more than 23% of those with under-aged children or grandchildren who have a computer, said that this filter is set up on "children’s" computers.

14% of questioned think that it is necessary to limit the success for under-aged to the information , 36% has the opposite opinion. Others were not ready to clearly define their position.

More than 20% are for Internet censorship. But 60% are sure that ensorship in the Internet shouldn’t be introduced.

The Roscomnadzor stopped receiving appeals on blocked Adagamov’s site reposting

Federal Service for Supervision in the Sphere of Telecom, Information Technologies and Mass Communications (Roscomnadzor) announced the finishing of appeals’ for reposts of prohibited site of Rustem Adagamov, a popular bloger receiving.
Two days earlier LiveJournal have blocked the access to an Adagamov’s note (in the drugoi Net) devoting to the self-immolation act in India. Roscomnadzor decided such a note as a suicide propaganda. However blogers find features of a censorship in their decision.

The protest act began in LiveJournal. The deleted note was saved by 100 of popular blogers and Aleksey Navalnyi also.

Of course some time later Roscomnadzor began to receive a lot of appeals on everyone who reposted this note. It seems that the number of appeals reached a critical level because at Friday afternoon Maksim Ksenzov, the deputy head of the Roscomnadzor wrote in his Twitter the following:

“The announcement: in connection with the blocking of the Adagamov’s site URL http://zapret-info.gov.ru there were received to many links with the repetitive content. Also there was a claim on Navalnyi’ blog. They will not be considered. I repeat – WILL NOT”.

According to Aleksandr Plyushev’s words (journalist) the Roscomnadzor answer is not only bloger’s win in the concrete case . “It means only the fact that the Internet censorship is unable to work.

Censorship in the Internet. “For” and “ Against”

A new bill that limits the access to a harmful Internet resources caused a sharp public discussions. The main question is “How to balance between  the Freedom of the Internet and the security from a dangerous information?” 

Nobody is dispute with the fact that the Freedom of the Internet is a necessary thing. And certainly it is right to fight with a child pornography and drug addiction. According to Dmitri Medvedev words this points are compatible: “ The first. The common principle: the Net should be free. The second: It should follow a number of rules. The third. Basic human rights and fundamental freedoms including the information right from the one hand and the right for security from a harmful content must be obied. 




The new law is supported by the fighters with the  paedophilia. According to Denis Davidov, the chief executive of  The League of Secure Internet, this can help to fight with the crimes towards child: “We support this bill, because the situation with child pornography and paedophilia is very critical. If this bill is not accepted, we will always hear something like “ The police should firstly find the offenders and only after it we have a right to block this site. This is not right. Firstly the access to this site should be blocked for citizens  and then police can search for offender with no worry”. “From the other hand this law can eliminate the Internet freedom” - thinks Ivan Zasurskyi, the director of the Online Publishers Association. “This law wholly changes the Russian Internet. We lived in a free country with a free Internet. We didn’t have any mechanism that allows to block sites without in a moment. But now it’ll appear”.

Many experts pay attention on a technical imperfection of the bill.  Ochir Mandjiev, the Yandex spokesman think that new limitations can harm  right-minded citizens right-minded citizens. If such a content were found on the page of any user, the access to a whole server will be blocked. Blocking one of the segment can lead to blocking of the the whole good resource. Users are afraid, because just if you left a reference to a “ Suicides club” or any site with a ways of how to make a drug the resource will be deleted.

“Lurkmore” site deleted one more article by the Roscomnadzor request



The online encyclopedia Lurkmore deleted an article about suicide by the pressing request of the ROSCOMNADZOR.

We remained that on January, 6 the heads of the Lurkmore got a report in which it was said that the article address, which includes some way to commit a suicide in a comic form, is in the blacklist now.


The portal heads decided to submit this request and delete this article. Sometime later the Lurkmore representative explained what was the matter on Twitter.


“It seems like a Jesuitical law: we have to delete materials through gritted teeth otherwise they will delete everything. This is censorship absolutely”- wrote heads of the portal.

And also this is not for the first time when this site appears in the blacklist. In November, the site was in the list because articles called “Pipe” and “Hemp. Direction for use”, which the State drug enforcement agencies (SDEA) categorized as a “drug promotion”. These articles were deleted.

Russia and China submitted to UNO an offer to tighten up the Internet control. USA accused Russia in authoritarianism.

Russia, China and a number of other countries have submitted to ITU an offer to tighten up the international Internet control, to deprive American companies of monopoly on IP addresses and domains.

The matter is to allow ONU countries to distribute and remove registered IP addresses and domain names.




At recent time the main Internet regulators are several American non-government organizations, they are IETF, W3C and ICANN.

According to “Vzglyad.ru” the USA and Google in response accused Russia of authoritarianism. Also UK, Canada. Australia and a number of Europe countries are against this initiative. Particularly, Moscow was accused of introduction of censorship. A member of State Duma of Information Policy and Technologies Robert Shlegel explained that Internet Censorship and the Internet and domain delegation governance are different things.

“Disputes about Internet censorship are very funny, because every country has an opportunity to limit Network access by the Parliament or executive power decision. If you, for example offer an Internet service you can block the access to certain resources, and you can a lot of other things, but it doesn’t refer to domain delegation” - he said.

We remind that on December 3 in Dubai on the ITU conference Russia submitted a number of offers according internationalization of Internet, that caused a sharp criticism from USA, EU and Google.

The Ministry of Communications has developed a mechanism for blocking sites with illegal content

Key proposals of Internet companies and operators were not included.

Ministry of Communications published a draft government decree regulating mechanism of blocking sites containing illegal content for distribution. According to the law to protect children from harmful information from November 1, these sites will be included in a single register, which will lead Roskomnadzor. On Thursday, the project was discussed at a meeting of a working group consisting of representatives of the Ministry of Communications, the Federation Council, Roskomnadzor and the representatives of Internet companies and operators as reported in the ministry.

The officials Project caused a sharp criticism of market participants. "The representatives of the industry were asked to consider the document during a day, that, in our opinion, does not correspond either with the complexity of the problem, nor with its importance for the development of the Internet in Russia", - as it is said in a statement of the Russian Association of Electronic Communications (RAEC, combines More than 90 Internet companies).

According to the project the black list will include domain names, URLs, and network of illegal resources. Meanwhile, it is naerly a month when market participants say the blocking of the IP-address will cause suffer of honest resources that are on the same IP-address with the illegal site.

IP blocking is supported by operatores. Otherwise they will have to invest heavily in the installation of their network across Russia. They are designed to manage the traffic in the networks - for example, they can be used in many ways for different tariff services. Russian mobile operators will have many benefites from this. DPI also can for example, to block access to a certain type of content is not the whole Internet site or a specific page, located at a specific address (URL). But such systems are not cheap. And in order to use them to filter access to sites all over Russia, operators must implement DPI not only on mobile, but on fixed networks. MTS evaluated before the introduction of such a system on their networks at $ 51 million.

Proposed blacklisting and subsequent blocking of web pages, which contained illegal information, enables courts or competent authorities to decide on the entry in the register without specifying the location of the information on the resource. This, says BGN creates risks for censorship, banning citation, and significantly restricts the rights of the site owner to appeal the decision.

The Ministry of Communications has fulfilled his the promise - a part of the proposals RAEC is taken into account, but it doesn’t mean to write a law dictated by the association, parries Deputy Minister of Communications and Mass Communications of Alexei Volin. To fulfill the wish of RAEC and block instead of a web page specific information posted on it, it is very difficult organization, he explains: much easier to block IP-address, the more that has the names of some resources (for example, with the word porno) clearly informed about their content.
Telecommunications Ministry will prepare a final version of the document on Monday and it is hardly anything in the text will be changed significantly, he said, "Vedomosti" a source in the Ministry of Communications. After that, the document will go for approval to the other departments.
